The Caribbean region, along with the rest of the world, is currently facing the coronavirus (COVID-19)
pandemic as its people, community, and businesses are all being threatened by this crisis. Caribbean Export and CDB, in their commitment to the development of the region’s private sector, recognize that their support will be vital during and after this crisis, particularly to small and medium-sized enterprises (SMEs) as they retool towards their recovery. As a result, Caribbean Export in collaboration with CDB conducted a survey to understand the current and expected impact of the pandemic on SMEs across the region. The survey also helped to ascertain the most appropriate support required to mitigate the immediate impact in the short-term, enabling SMEs to remain operational; and to support their rebound in the medium-to long-term. With an overwhelming response for the need for funding with favourable terms and conditions arising from the survey across all three time periods (short-, medium-, and long-term), Caribbean Export and CDB have developed the Technical Assistance Programme (TAP) in response to this need.

• Building Resilience
• Purchase & Upgrade of Capital Goods
• Certification
• Capacity Building
• Protection of Intellectual Property Rights

Qualifications

The applicants of this grant must:
• Be a sole proprietorship, partnership, or limited liability company
• Be legally registered and operating in one of the following CDB/Caribbean Export member states:
Antigua and Barbuda, The Bahamas, Barbados, Belize, Commonwealth of Dominica, Grenada,
Guyana, Haiti, Jamaica, Saint Lucia, St. Kitts & Nevis, St. Vincent & the Grenadines, Trinidad and
Tobago, and Suriname
• Be operating/trading for at least two (2) years, supported by the last two (2) years' financial
statements (must include income statements and balance sheet) and the previous year's bank
statement(s) (2020-2021). These financial statements can be audited or unaudited. All unaudited
statements must be presented according to international financial reporting standards
• Keep their total project costs and budget equal to or under the maximum amount of the grant (US$15,000)

The applicant is NOT eligible if they are:
• Business Support Organisations
• Educational Institutions such as universities, schools, vocational centers, etc.
• Non-governmental organizations, including but not limited to human rights organizations, social
clubs, associations, and charities
• A firm that has previously received a grant under EDF11-18-01, EDF11-19-01, and/or EDF11-
DS-20-01

Application Process

The official Technical Assistance Programme Application Form and Budget template must be downloaded from Caribbean Export’s website at www.carib-export.com. THIS IS THE ONLY SOURCE FOR APPLICATION FORMS AND OFFICIAL DOCUMENTS. All other variations of the application will be
declared null and void.

How to Submit an Application:
• An applicant may submit only one (1) application for this Call.
• Applicants are required to submit three (3) copies of their application in hard copy via
courier or hand delivery to Caribbean Export Headquarters:

Caribbean Export Development Agency (Caribbean Export) is the regional trade and investment promotion organization of the Forum of the Caribbean Group of African, Caribbean and Pacific (ACP) States (CARIFORUM). Caribbean Export is also a beneficiary of funding assistance from the 11th European Development Fund (EDF), under which the Agency is responsible for implementing the Regional Private Sector Development Programme (RPSDP). The overall objective of the 11th EDF RPSDP is to increase employment creation, inclusiveness, particularly for youth, women and indigenous groups, and overall poverty reduction in CARIFORUM states through targeted interventions that provide new and innovative frameworks for growth and development. The programme is also aligned with the goals enunciated in the Sustainable Development Goals (SDGs) agreed by all states in the international community in particular SDG goals 5, 7, 8 and 10. These goals relate to gender equality, affordable and clean energy, decent work and economic growth and reduction of inequalities. There is a critical role for the private sector in assisting the Caribbean region to achieve these goals, thereby promoting the ultimate objective of poverty reduction and sustained economic growth.
