In 2009, the DBJ pioneered the Credit Enhancement Facility (CEF), a partial loan guarantee that helps micro, small and medium-sized enterprises (MSME) without adequate collateral to access loans from financial institutions.
The CEF is a risk-sharing arrangement under which the DBJ provides partial guarantees to financial institutions and, in effect, increase lending to SMEs. The primary objective of the CEF is to reduce the risk exposure normally associated with small business lending, thereby allowing eligible MSMEs with viable projects to access term loans. It allows Approved Financial Institutions (AFIs) to accept non-traditional collateral which may not be normally accepted by providing guarantees to these AFIs & microfinance institutions.

Who Should Apply?
• Registered businesses (Sole Trader at minimum)
• Farmers with RADA registration
• Business applicants with valid Tax Compliance Letter
Projects must be legal, technically feasible, financially viable & environmentally sound
• Businesses earning annual revenues no more than J$425 million
• Businesses operating two years & over
Start-ups operating 12 months & over *
Start-ups operating less than 1 year may be considered eligible, at DBJ’s discretion and subject to special qualifications, including 5 years expertise or prior experience by the entrepreneur in the particular business, a sound business plan with clearly established markets for the goods and and the entrepreneur must have received some level of training in business management from an accepted business development service provider.
There is also a moratorium of 1 year.
